Not sure if this will conflict with Elk or any of the other tournaments but I will put on a night fishing tournament at Hogan for stripers and catfish.

The only weekend full moon of the summer falls on August 16th. Post up if you are interested.

Is a kayak required to have port and starboard running lights when underway as well as a white light at the stern when anchored at night?

I don't think it's required, but having some sort of light available is probably a good idea.

One of the nice things about hogan is there is a night time speed limit on the lake. That being said I have fired my  flare gun in the general direction of a boat that may not have been aware I was there and was obviously not following the speed limit. I now carry a 2 million candle power  spot light. Most often there is little to no traffic at night except near the boat-in camp ground area.

For lights on my kayak I hang a propane latern on a pole using one of the rear rod tubes. I carry several flash lights. I will anchor my skiff with 3 floating lights to attract bait balls.

I added a simple stern light to my kayak last summer to prevent becoming a speed bump in the delta.  I bought a small battery powered led lantern from orchard and epoxied it to a length of 3/4" pvc.  Add a wrap of foam and some elecrical tape where it seats in your rod holder and it will stay nice and snug.
