Best to bring rock salt and ice with you to preserve them best.  I like to get them hard and stiff as a board before they are frozen.  I  have used packs up to 3 trips refreezing before they are junk.  Usually it becomes crab bait after 1 or 2 trips.

that is the way to do it! It keeps more scales on and they turn into stiff herring popsicles right there. if you dont have ice,  salt water and salt is better than a dry cooler.

Report from teh CDFGherring wordpress site:

Quick Spawning and Fishing Update January 22, 2015
by ryanbartling

Herring milt visible outside the Golden Gate Bridge. CDFW

Spawning and Fishing Update:
Pacific herring are currently spawning along the Marin shoreline from Sausalito to the Golden Gate Bridge and beyond to outer San Francisco Bay. Spawning is particularly heavy near Fort Baker and the area known as Yellow Bluff. Two commercial vessels have made landings and recreational fishers were active at Horseshoe Cove and the Sausalito waterfront yesterday.

No, I wasn't there and don't have additional details...

Made a quick run at Fort Baker pier last evening. A lot of fish eggs deposited by the shore. No fish. No bird. Ranger said the birds and fishermen were there the night before. Looked like they moved.
