When rockfish is closed to boat fishing but still open to shore based fishing can I take my boat or kayak to a piece of land not accessible by foot then get out and fish from land for rockfish then transport the catch and fishing equipment back by boat/kayak?

If you use a boat/kayak to help in your rockfishing in any way during the boat closure, then it'd be illegal.  That includes just using it to transport yourself or your fish to and from the shore spot.

However, I'm not aware of any regulation restricting one from swimming to a spot to fish.  If you were real adventurous, you could put on a wetsuit w/o a weight belt and swim to a spot to fish.  Anyone hear differently?

That would be fine. You could also just stay in the water and use a speargun or pole spear to take your fish.
