I live in Nevada but my primary fishing grounds are in the Bay area, I plan on putting an outboard on my PA.
Do I need to register?

If you are in CA waters, yes .... as I understand it.

I'd skip putting one on to be honest.

If you're looking at an outboard, should have gotten a boat in the first place. Oh, wait! The PA is a boat...not a kayak, right?  :smt003 j/k Registration necessarily unless you enjoy being a risk taker.

So here's a question I don't know the answer to:

If a LEO stops you without registration, and you're not from the state, what could they do?  Would they write a ticket that could be enforced by your state's DMV?  Or could they just impound?

I always thought the rule was you have to be registered in your home state if you brought your watercraft to a new state.  But what happens if your home state doesn't require registration?

I did some google:

http://www.dmv.org/nv-nevada/boat-registration.php
http://www.dmv.org/ca-california/boat-registration.php

What to Register

In Nevada you are required to register all motorboats (including jet skis).

What Not to Register
 Non-motorized sailboats.
Canoes.
Kayaks.
Any other non-motorized vessel.

CA Boats Requiring Registration
Sail-powered vessels* 8 feet.
 Powerboats.
Commercial vessels that weigh at least 5 tons, or are at least 30 ft long, must be registered with the U.S. Coast Guard.

*The state defines what constitutes a vessel.

What Not to Register
Any vessel propelled by oars or paddles alone.
Non-motorized sailboats that are 8 feet in length.
 Surfboards or sailboards.
A ship's lifeboat (does not include dinghies).
Vessels currently registered in another state (if used primarily outside California).
Vessels brought into California for racing.

If you plan to use an outboard, the law says you need to register in either CA or NV. NV is probably cheaper to register in compared to CA.  However, I know that some lakes that have inspection won't allow boats to launch that are registered from out of state.  So if you go to any of those lakes (EBMUD sticks out in my mind) then you might want to register in CA.
