Stupid Question: Can You Fish Niles Canyon or Not?

In the mid 90's a friend and I were fishing there and we saw a huge trout, we thought it was a steelhead. Who knows. Maybe a big ass pike minnow. Oh and pissing in the forest will always be cool.
