From what I've heard, if they find out who caused the fire they'll send them the bill.  I know a guy who had his house broken into near Burnt Ranch when he was away, the intruders accidentally set his house on fire (or purposely, can't remember) and it ended up spreading into the forest.  Six Rivers National Forest sent him a bill for like over $100,000 that detailed every expense on the fire.  He had to take the Feds to court for them to finally drop the case.
