I am relying on you guys once again.  I haven't been to either of these lakes, yet. I plan on taking a family outing on the 10th and don't know which lake will be more kayak friendly. I know it's summer and that both will probably be packed with people. Any advice welcome and appreciated.

Natoma is very kayak / family friendly and with the mild temperatures, that would be my choice.  The fishing is sketchy, but the water is warm for swimming, picnic area is clean and so are the bathrooms.  There's a sandy beach for the kids too.

Conversely, Lower Clementine has limited access, no beach, and limited parking.  I have never been to the upper Clementine so I don't know how access, etc is there.

Lake Natoma it is. From what I've read online, we could set up at the aquatic center. Even if the fishing is off, the fact that we are all there as a family will be rewarding.

Upper clementine has much better fishing than Natoma, a beach, ample parking, porta potties and 5 degree warmer water (which is crystal clear).  However, the flows on the north fork are really low, and you may have to walk the kayaks through a shallow section to access the main body of Clementine. There are also no BBQ pits at Clementine. There is no need to worry about boaters at upper Clementine, as there is a 5mph section upstream from the boat-in campground.

I go to both Natoma and Clementine frequently (went to both this week), and for a family outing I much prefer upper lake Clementine.
