I need to plug some scupper holes that are not perfectly round. I need some foam that will expand into the hole, but haven't found the "right stuff." Any ideas?

Try foam practice golf balls. Usually you can smash them in. A 12pack is somewhere around $7 usually.

Solid pool noodle from Wally World with a flat piece of nylon strap through the center. I trimmed mine down to scupper size with an electric knife.
