Is it a bust to use your kayak to paddle out to some remote rocky area where there are a lot of fish, clamber out of your kayak, fish off the rock for rock fish, get back in your boat when finished fishing with your catch and return to launch site?

Yes it is.

It's spelled out in the regs what constitutes a "shore based angler" and specifically mentions not being able to use a craft to get to where you are fishing.
