You guys are on the right track. I thought it was a mini version at first.   It looks to be suspended from a ceiling.  It does have turf tires on it.   I'll guess water removal at the stick.

swept for kicker when field was full of snow. I forget what they called the event. but the sweeping wasn't for the visiting team. I think they called the game the snow bowl after that. I also think it was a playoff game. but not sure.
I found out it was called the "Snow Plow Game"
