Is there any particular time in the afternoon that is good for fishing? I am kind of stuck here in school. I am itching to be otw. Any advise. Thanks.

just be aware the wind machine turns on in the afternoon so plan accordingly

The kelp beds next to capitola are *slightly* sheltered from the wind by the cliff on the right side of the pier.
The rest is very windy far as I know

So, the main focus for me if I want to be otw is the wind factor. Got it. I ran out of fish already for my sizzling fish menu. Hehehe rock fish is awesome. Beside the kelp bed, any more areas that is best for rock fishing. Thanks guys, this place is active and responding great, loved being a ncka'ers.

I assume by your avatar you are in a PA and that you will launch from the harbor. You may want to head to the bouy slightly to the north way you will be with the wind. unless of course the wind it too much to to make it that far. If you are launching from Capitola there is good kelp all around the pier area

There's a pier and next to it the waves are about nil most of the time. "Surf" launch. Parking in the area near the water is nonexistent though. You can use the meters on the cliff above the pier or one of the neighborhood streets.
