Yeah, you really want a vhf, not a cb.  VHF is for marine use.

One that floats as well!   Course if it's clipped to you PFD it shouldn't matter if it floats or not.  Unfortunately, radios have been lost overboard.  There are stories within this site about this!

Walmart has excellent refund policy if it doesn't work out.  As a radio tech in 'real life', I've tested several VHF portable radios and have found the ICOM brand to be at the top of the list for quality and reliability.  At the bottom is Kenwood.  I can't keep a Kenwood running just sitting on a desk as a monitor.  The ICOM's I use here at work have survived dunkings into 5 gallon bucket of hydraulic oil and under water 30+ feet for 6 months with nothing more than a good cleaning and fresh battery to bring that back into service.
The main problem with a floating radio is the time between battery charges.  The capacity is sacrificed for lighter weight to float.  I strap mine to my PFD and I put a tiny life jacket on the radio.  (They make them for cameras but work for radios too.) Also, the ICOM glows red when dropped in the water so you can find it at night.

My recommendation is the ICOM IC-M72 for under $200.

Uniden doesn't seem to have the best repoir when it comes to waterproofness & life at sea.  I'd take any precautions possible to not get it wet!  I'd vote for the Icom or Standard Horizon.  West Marine will price match and you can get an extended warranty that covers everything it will encounter.

I would prioritize waterproof (NOT splashproof) over floating ability. Manufacturers often sacrifice battery size and component strength to get the weight down on the 'floating' models. Waterproof is a must though.

I've been using a Standard Horizon for years, and it lives clipped to my PFD all day. I rinse it then store it. It has held up very well, and that is with 6 years of pretty rugged use.

I still figure radios are a bit on the disposable side though as saltwater will always take its toll.

I don't personally know of anytone using the MMSI.  Most people are broadcasting on 69.  You just have to weed through the "radio fish".
