I have been out a few times in the past couple of months without catching anything, and i have been watching the Lawson's blog.  The deal is that they are not really coming into the bay in force yet.  There are some being picked up on the bar and some around hog island, but I prefer when the come into the back bay beaches.  In my experience the halibut fishing in tomales hasn't been stellar in the past couple of years.  I don't know if it is cyclical thing, or due to the increased pressure that resulted from closed salmon seasons.  For example a few years ago I launched out of hearts desire and limited out in about an hour without covering much ground.  In the past couple of years I have made about 10 trips for nothing but a couple of shorts.
 
Right now according to the lawsons blog, the few that came into the bay around the hog island area have pushed back out and the active spots seem to be the bar at the entrance and some of the point reyes beaches.  Hopefully with things will pick up in the next month or at least in the next couple of years.
