Looking at another site I found this and thought it would be interesting to anyone that lived up north or anyone that wanted to take a drive:

When I lived in Crescent City, I had a Commerical Fishing friend of mine told me he catches litterally hundreds of California Halibut straight off the Klamath River in 120 to 150 feet of water in the late winter and spring every year.  He also said there was no shortage of larger fish in the 20 to 35 pound class.

I don't know how far out you need to go from the mouth to find that water depth or if it's even doable in a yak.
Just throwin' it out there in case anyone's interested.
The fishing was so good I thought I was there yesterday!

They our everywhere put there in the winter sportfishing guys figured this out and started limited load boats to drift in waters from 100 to 200 for them and where doing good and all but just not enough interest I guess for a yaker it's a long paddle to that depth on alot of spots but is doable that was my game plan next weekend at Anacapa was to paddle out and do some drifts for the big ones that hang near that island.
