Question- would "fertilizing" a sub-performing kelp bed with regular applications of chum attract more fish, or do you think it is location, location, location?
 

ID SAY MOST LIKELY NO DUE TO CURRENT AND SUCH UR CHUM WILL JUST DRIFT AWAY FROM THE LOCATION OVER TIME AND NOT STAY IN THAT LOCATION. THAT WOULD BE MY GUESS...
