pretty muddy looking up this way right now...at least it was yesterday.  I wasn't out on the water, but drove around the road from work-- water around the sisters looked ok.  Water around brickyard was brown.  Further south it looked better.  
There are some fish in the san rafael canal
There should be stripers returning by now (at least so says my notes from last year), so you might pick some up around the islands, or Paradise.

If Cpkayak reads this- he might have better info...

but please, catch and release our pet fish from the canal!  
I typically launch from loch lomond, then paddle up the canal. There is a TON of bait at the mouth right now, and the usual schoolies behind Western Boat.  Bottom of the tide has been best as the water is clearest then, but as you head further up tide is less dependent

it is almost time for china camp, but not quite. try a little closer to the gate, maybe richardson bay or the berkeley shoreline. when the water clears and cools san pablo bay should be red hot.
