I ended up going with the West Marine VHF55 Radio and purchased the floating pouch($10).  The floating pouch doesn't add that much bulk to the equipment.  This pouch does have a clip to leash it to your PFD.  Unfortunately, the WM VHF55 does not have a lanyard or leash attachment.  People have reportedly "rigged" something to attach a lanyard.  Secondly, the radio does not have a hands-free jack.  Other than those 2 items, the radio works very well...even in the shower.  I take a shower with my PFD, paddle, and other gear after each use to conserve water.

Just got a flyer from West Marine yesterday advertising their anniversary sale...lots of stuff, including radios & hand held GPS units on sale. FYI.

The guys with the IC-M88's.  Do you use your programmable channels?

No, in fact I have it locked on ch. 69.  I found that when it was in my PFD pocket, things would brush up against it and change the channel and thus the lock channel.  I really don't monitor other channels anyways.

When my 10-year-old vhf dies, or sinks, I am buying the floating ICOM.  I bought the floating Garmin GPS.  If I had bought the less expensive non floating model, it would be on the bottom of New Melones Lake.

Yeah, just don't add anything to it that doesn't float too!  Found out the hard way on Del Valle that a carabiner will sink it.  So I got another M34, with floating remote MIC this time.  And while at Mel Cottons, found a plastic carabiner to use with it that doesn't sink it (yeah, tested!).  Hopefully it will last me a bit longer this time :)

I do notice that the range on the M34 seems to be shorter than the West Marine cheapo VHF I got off Ebay for a backup (40$).  Wondering if there is an antenna upgrade or something to get some more range?
