Alameda Rockwall, on the inside???

Is it legal to paddle on the inside of the Rockwall? In rough conditions, that would be a much safer place to land, as the chop and current is probably less, and there are probably halibut in there.
However, there are military ships in there, so I wonder if it's legal.

Yes it is. Just taken over by EBRP I believe last year. Caught a Heli near the break and I know that others have been caught near the first bend from the inside.
