I am pleased at the location I mounted the downrigger to.  I was able to operate it with no difficulties.  I did find out however, that the wire rope (steel cable) did in fact sing!  The cable oscillated pretty loudly at 1.3mph.  If I squeezed the cable between my thumb & forfinger, I could minimaze the resonance, and make it not so loud.  I wonder how loud that resonate whine might be say mid span?  Depth didn't seem to change the pitch, speed changes did have some affect.
I think I will remove the wire rope and replace it with some heavy braided line, and compare how the braid might sing or not.  I'll also have to add a backing plate of some sorts to the underside of the Scott mount that supports the DR.  Not looking forward to that! Placing the backing up inside the hull ain't gonna be fun! I was noticing some very minor hull flexing at the Scott mount.  I'll get something in place before I use it again.

Weight is a 3lb torpedo style.

outriggers, but I read really carefully.
:smt044 Downriggers?
Group IQ is inversely proportional to the size of the group.

A Steelhead always knows where he is going, but a Man seldom does.
