Parts list:
2-pack carabiner $1.97 wallmart
8 pk 12' magic ties, 3.42 wallmart (Velcro)
Nylon piping not shown(had this laying around, any old hollow,  :smt044highly flexible strap will do.
bungee cord (3/16" blue, west marine, (.79)/ft I bought 10 ft
(optional) eyelet, Stainless steel key ring for attachment if required
beer

Start out by cracking a beer  :beer1 (this is after going to the store(s)
tie a loop in one end and burnish the tag end. stand on the knot and stretch the bungee as far and it can go, cut off at about or above eyelevel. This length should allow you to reach behind you and grab the rod and to play it forward as far as you can reach. (round da bow)
thread the piping over the bungee and experiment with the length, mine ended up being about 70% of the stretched length, this will allow it to "scrunch", after tying another loop. Attach biner to one loop and the Velcro to the other, the Velcro goes around the rod near the reel, and the biner clips to the sst ring that is secured to the eyelet attached the the boat (or not)
also shown is the quick rod release version where there is an extra biner and ring between the Velcro and bungee. happy (secure) fishing   :fishing2 no warranty is express or implied, recycle your waste. JeffE

MMMMMM.. BEEEEER... Sam Adams Winter Lager is the only thing I saw in the picture.  I've got tunnel vision.

Good idea with the rod leash.  I will probably use it since I have been spending too much money on other gadgets like fish finder and gps.  Thanks for the info.

Very Nice I built a few of those and a Paddle Leash too they work  great, just watch the hooks around them.

I did see something similar on the west marine discount table in Mountain View, I would try a fabric or and arts and craft store, (michaels, jo annne  fabrics, you could probalby find elastic cord there too.. :-) army surplus store would be another choice.  good luck.. dont forget the beer.  :beer3

R.E.I. has the hollow nylon webbing, and the shock cord, and the bieners. Be sure to seal the ends by melting it to prevent unraveling.
