Driving by Shadow Cliffs this morning on way to cardiac rehab.   Was surprised to see a couple kayakers. One with umbrella as it was pouring rain.   Don’t know if they stayed.

How does the inspection work if it's raining?

It is at the discretion of the inspector, and they are mostly concerned about any water on the interior. I typically like to load my kayak in the afternoon before fishing the next day, however when going to the EBRPD lakes I load in the morning. That way I don't have to worry about the dew. I don't think I would even try if it was raining.

Those are most likely boaters who are banded and do not require inspections.

I have not come across banded kayaks. Its usually boats on trailers.

If they cleared inspection within the last 30 days and have the receipts for it, that tends to promote leniency.
