I have an itch to make it out on the water again before my winter break ends. Rockfish is closed. I have never had luck targeting hali. How worthwhile is it to get all the gear together and drive to MB from Fresno in the next 10 days to try for halibut?
Is there a significantly lower chance of catching this time of year compared to summer? TIA

Yes, catching rate is slower in Winter but they're there.  Try deeper water and use live baits if you can find them.

How deep? I heard somebody caught in 90 fow last time I was out there. How close to the bottom do I need to be? I know the closer the better, but I've heard conflicting things about how much it matters to actually keep the sinker off the sand. Do you have a preferred leader length for the stinger rig? I try to troll about 1.5mph. Is that appropriate?

I would try between 90 and 130 fow using 3-way rig.  I Winter I use longer leader up to 6ft of Floro line.  Keep bait close to bottom as you can depending on how strong is the tidal.
