I just saw nannyfornia laws prohibited any fishing of streams in bay delta region.

Had a good conversation with Matthew ( freshwater rep) the other day.
Frisco bay cooties wete cited for the closing of the tributaries to protect the spawn...

He mentioned that the regs will hit the internet right after the new year, any updates would probably be posted in on or around june I believe.

My advice is to be sure you're not fishing illegally.  Ephemeral streams aren't generally open to fishing, and if they are it would be after trout season opens in May.
