How to unregister a kayak at DMV

I sold one of our Hobie Oasis kayaks, which had been registered since my wife used a Bixpy motor.  When I sold it, I removed the CF number and registration stickers. 
I have been researching how to unregister this kayak to avoid paying for the bi-annual registration fee. 
The only option I found was this rule -"24.085 Junk Vessels (VC §9864) -Within 15 days of a vessel being wrecked, dismantled, destroyed, or abandoned, the Certificate of Ownership showing the vessel’s disposition must be submitted to DMV."

I made an appointment and had this page printout.  When I asked DMV staff to unregister my kayak, she was confused.  However, when I showed this rule, she was able to claim my kayak was junked and completed the process.  She asked me to fillout Form 253, Statement of Facts stating "I wish to junk my kayak".

If you have better method of unregistering a kayak, please let me know.

Great info. DMV is not equipped to handle kayak reg/de-reg for sure. They could only apply other regulations on a kayak, which makes no sense.

Could also do a bill of sale like any registration so the new owner can continue with renewal. If you junk it it may be a problem for the new owner(s) down the line if they want to register.

My AI ownership/registration was transferred to me that way.
