Even though they are spilling, it's still FAR from full at only 64% of capacity right now.

Its been nice to see water in the American and everything going green for a change

The Bureau of Reclamation controls the water flows to help avoid flooding in Sacramento.  The Bureau crunches the numbers on the snowpack and determines the water content and then does their best to estimate how much water storage they will need to accommodate the snow melt to help avoid future flooding.  The historical averages always take into account the need for the snow melt.
