Either way - It's pretty cool.  The DoD folks would find it an interesting shape for a future project.

Pretty sure it’s a genetic mutation. There have been several other videos and photos I’ve seen ranging from Ventura to Bodega that have documented bat rays with wings like this. Pretty neat!
