Halibut mission at bolinas. Fished between 15-40 fow, trolling a hoochie/dodger and drifting live jacksmelt. Not a scratch. Got one undersized ling on a jig but thats it

Water too cold?

My transducer is thru-hull so i didnt get a accurate temp but it did feel pretty cold

There were some birds diving and several big bait balls. I only caught jacksmelt
