The Bureau of Reclamation controls the water flows to help avoid flooding in Sacramento.  The Bureau crunches the numbers on the snowpack and determines the water content and then does their best to estimate how much water storage they will need to accommodate the snow melt to help avoid future flooding.  The historical averages always take into account the need for the snow melt.

Yes. With all the high levels of snow pack it should reach capacity.
