Yeah, Veterans Park is the only real campground in Monterey. It’s first-come first-serve though...no reservations. Other nearby camping options include the Monterey Fairgrounds and Laguna Seca Raceway. Fairgrounds is no tents but tents are allowed at Laguna Seca. 
Then heading north towards Santa Cruz, we've got Marina Beach RV park, Moss Landing RV park, Watsonville La Selva Beach KOA, Sunset State beach, Manresa State Beach, New Brighton beach, and Seacliff beach. Going south, there's Pfieffer Big Sur state park if you want to camp somewhere scenic & peaceful. There’s also an RV park in Carmel valley on Schulte road. Of those reserveable options, I’d say Laguna Seca then Marina RV park then Sunset state beach.

I think most people make it a day trip. But if you’re looking for a hotel, the most “affordable” ones are in Marina, about 10 minutes from Monterey.
I might be able to snag a campsite at Veterans Memorial on Friday morning for a few folks to share. Reimbd me in September haha! :-)
