You will not be commenting on the petition October 11-12, at least for action to be taken. The Commission will merely receive the petition and punt it for action/consideration in December in San Diego (or later), if it is received by staff September 27, 5:00 PM or earlier.

You had better submit the petition ASAP before people jump the the gun and start sending emails that don't map to a submitted petition.

Scupper plug your tankwell and flood it with saltwater and cover it with burlap. Then keep ice in a separate soft cooler and replenish the slurry as needed.

Get a full size spare that you include in your tire rotation. Subarus have a very tight tread difference tolerance across tires (1/4 circumference across the tires) so an unrepairable flat on one generally means you need to replace all four. If you have a five tire rotation, then you can just retire the damaged one and go back to a donut + four tire rotation until you get new tires. Also, you'd be hosed if you got a flat in LA or SD and had to limp back on the donut. Not the case with a full size spare.

Submitting a petition to the commission is a pretty easy/lightweight process. People submit petitions for all kinds of dumb stuff all the time (not saying your petition is dumb, just that any yahoo can and does submit all kinds of far-fetched shit practically monthly). You don't need any signatures. Just be succinct and point to a specific existing regulation with the change you want verbatim. Maybe you could get them to expand the shore/diver exemption to non-motorized craft or something like that. Surely divers kill more preggo lingcod and ancient rockfish than anyone.

Essentially what will happen is the commission will refer the proposal to the Department of Fish and Wildlife staff, and some biologist/law enforcement/other staff will look into how feasible the change is and recommend that the commission either grant or deny the petition. There is opportunity for public comment (e.g. everyone comes on and says it's a DEI issue since current regs shut out a lot of non-boat owners for much of the state for much of the year) but I don't think that carries much weight in reality--the commission will go with the department staff recommendation.

You should have no problems getting up on top of Hull Mountain. The backside has a little snow still, front side is clear.

He'll be fine. Note that this is a Scupper Classic not a Scupper Pro. Scupper Pro is the superior model with better hatch design, seat well, foot molding, tracking, and maybe hull shape IIRC.

Great idea. This would work well with head scraps. I usually bake the heads of halibut, lings, and cabezon and get a surprising amount of meat. Good for soups and patties.

The patties don't turn out too dry with twice-cooked halibut scraps as opposed to the raw minced meat?
