General Fishing Tips / Kayak stabilizers

Ok, so the board has talked me into going for crabs in the ocean. My last time in bay SF Bay I forgot I was in a kayak (I'm a senior) and leaned over to grab something behind me and had to tread water. Leaned too far. Took awhile to right the kayak and get back in. So I just made some nice stabilizers out of pvc for my kayak.
My question-- I assume that I should set them to ride just above the water so I can paddle the kayak cleanly, or should they ride in the top inch or so. I haven't set the final level yet with the pvc cement. Your thoughts? Just above the water or an inch or so below?
