Anyone know of someone near pittsburg/concord that does side work fixing outboards? I want to gt this baby up and running or what can I do before I try and start it.

Check compression...rebuild the fuel pump, change out fuel filter, spark plugs,  get a battery and small new gas can mix the fuel and give it a whirl... that would be the things I’d do before hittin up a mechanic. Mainly need compression fuel and ignition.... make sure u start the motor with water running thru it ... if water doesn’t spit out of the tell tail... might need a new impeller.

Definitely all of the above.

I'd add to that a carb kit.  Depending on the age, the carburetor could have the older cork float.  If gas had been left in the float bowl it could be gunked up, ethanol could have done its dirty work etc.  You could end up chasing wild geese elsewhere in the power head if you're not getting good fuel input.

Once the engine is running, do the impeller job before you head out, make sure the vanes aren't hardened up or distorted from sitting in the same position for too long in the offset housing.  Also replace the lower end oil, making sure that it looks clear, no emulsification/water intrusion. 

Good luck!  These things will run forever as long as they are flushed well and basic maintenance is done.

Not sure if you got this up or not, but if you have one, throw a timing light on spark wire.  Attempt to start the motor. if you are getting electric pulses to the spark plug, this will give you a flash. If not you know you may have an electrical problem.
