You don't want to try fishing out of Capitola this Sunday. The Santa Cruz harbor would be OK, but you won't be able to get in or out of there from 8:00 am to 10:00 am due to road closures. So, if you do fish in SC, don't get your limit too early...
It's all in the mind...
