My guess is they had engine problems and tried to make the best of a fouled up situation.
400 gallons of fuel on board an abandoned boat? It doesn't add up.

I bet the story is mis-reported.

I'm thinking the barrels' *capacity* was 400 gallons, but far less remained.  In one of those boats you wouldn't need much more than 400 gallons to come up from Mexico to some pre arranged spot on the coast of California.
