Salt water, freshwater, lakes, ponds, rivers? North Bay , East Bay, South Bay? It also helps to know what kinda fish you want to target.

Welcome aboard Cchonggoo, and to the bay area.  You posted on the Santa Cruz kayak brand forum.  I'm guessing you were interested in the Santa Cruz area.  If so, start by reviewing the fishing reports section to see recent reports, or use the search function.  You can also check out local fishing reports such as http://capitolaboatandbait.com/fishing-report.  Fishing reports, here and other fishing forums, are good sources to research productivity.  You can launch out  of the harbor, Capitola, etc...

As for "safe", can you be more specific?  If talking about sharky factor, a kayaker gets a visit from the landlord every year it seems.  If you're talking about the launch, it really depends on the conditions.  When newbies post initially, almost every member will strongly recommend reading about and practicing self rescue and so forth. Same here.

If you post a hookup for Santa Cruz and get someone to join you, they may be a great resource for "safe and productive" outing.  Or join someone else's hookup - you'll have a great time and learn plenty. 

either way, I'm sure you'll have a great time, so post a report and some fish porn after your outing, and see you OTW.
