Can I catch stripers off the kayak in Monterey Bay?
Or do people just catch them while on the beach? -which I have tried in Marina and have never gotten even a bite!

if you find baitballs near the surf im sure you can. further out and most likely salmon

You should hook up with Bushy... He can guide ya for some stripers off the beach.  It's well worth the money to hook up with a local guide, as you're paying for their knowledge and know how.

I’ve never caught a striper in Monterey Bay from a kayak but I have seen it happen.
