I think even paddling through the SMR with fish is illegal. So you can't launch at Drake's Beach even if you plan to fish outside the reserve.
True... Technically, you can't "possess" any marine resources within the SMR.

Gotta love how the regulations are so poorly written. The section Doug posted sure doesn't jive with this. Take OR possess...

Yeah there is a beach in Monterey County that is fully inside an SMR...but I often launch there and paddle past the boundary line and then dive and shoot fish...and then paddle back and land inside the SMR.

The section Doug quoted is one that I researched before going there for my first time...

Good reminder in the section for me that can't have speargun in hand...lol...guess if you were shorediving and swimming through the SMR you would need to have a float/board and put gun on it...and couldn't dive down and look at anything...lol

I guess gps would guide you out of the MPA and it's full tilt legal out  there in GWS homeland, dang, shark shield charged , no seals until december-march, possible salmon insanity.  :smt005

It isn't just the SMR. Julie also stole the water south of the headland out to the buoy. Cal DFW laws are about as elegant as a drunken car crash.

So has this been resolved? I'm thinking of fishing Drake's Bay and Drake's Beach is the easiest launch.

I thought the outcome was lifeboat station launch into mpa then know your coordinates so as to fish legally within, trolling for salmon allowed, and legal to transport through mpa without any lines in water.  If you want the perfect answer you may have to email or leave message for the local dfgw warden in the area, they do get back to you

 Be careful of the wind .  I have spent a lot of time out there .  Though Drakes is wave protected, when the northwest wind picks up it rips across the peninsula and funnels down through the bay. It's really intense and hard to paddle against .   Check with the bear Valley ranger station information ranger .   Last few years elephant seals have been living year round on the lifeboat station beach and whenever seals are there they shut it down .
I was  thinking of trying to launch someplace at limantour beach since it's much closer to ithe legal fishing water and would be cross rather than upwind getting back to the launch .   I don't know how bad the beach  is for a beach launch and landing. It's pretty exposed .
