Stupid salmon reg question time

Horse Mountain to Point Conception: When fishing with bait and angling by any means other than TROLLING1, no more than two single-point, single-shank barbless CIRCLE HOOKS 2 shall be used. The distance between the two hooks must not exceed 5 inches when measured from the top of the eye of the top hook to the inner base of the curve of the lower hook and both hooks must be permanently tied in place (hard tied).

Question, "other than trolling"  what are the hook regs for trolling.  I guess it does not apply to us but I do not see any trolling regs...

Why does it say" other than trolling", to me means  there are different rules for trolling.  Am I nuts?  Is bait or angling one hook?  Say if I'm mooching...

As I understand it If you are drifting and mooching then you need to use barbless circle hooks.  Trolling is fishing in  any craft while under power, so if you are paddling/pedaling while you are mooching then you don't need to use circle hooks but they still must be barbless.

The restriction requiring hard tied circle hooks is a further restriction from the regular salmon rules.  It's purpose is to reduce mortality on release by reducing the number of salmon swallowing bait to their assholes.  That isn't a concern with trolling, but it is mooching with bait.  That's why hard tied circles are required when you aren't trolling.

Gotcha, if I'm mooching, hard tied circles, if i'm using a dd6 or downrigger i am essentially trolling and do not need circles.  Thank you.
