Title: Sabiki rigs in sfo bay

Can we use multiple hooks when targeting bait fish? Or still covered under 3 hooks?

Three hooks means three hooks. Just cut your sabiki in half, and now you have two sabikis, both of which are legal to use in SF Bay.
