something similar to this can be done off a kayak. Chris "Da Hammah" Paglinawan taught me how. It's called 'hybrid mode' back home in HI.

They make a underwater fishing pole in couple sizes.
I got mine back east at a wreck diving show.
Its fun but never did fiqure out the legality here in Calif
