Need help understanding 2017 Abalone regulation

Page 47 of the 2017-2018 Ocean Sport Fishing Regulation says...
"No person shall take more than 12 abalone during a calendar year. In the Open Area as defined in subsections
29.15(a) and 29.15(a)(1) above, not more than 9 abalone of the
yearly trip limit may be taken south of the boundary between
Sonoma and Mendocino counties"

29.15(a) = North of San Francisco.
29.15(a)(1) = Fort Ross closure.

This is confusing. Is it saying that only 9 or less can be taking in Mendo/Sonoma counties, and the remaining 3 have to in the north (Humboldt county)?

The 9 can come from a combination of Marin and Sonoma, or just Marin or just Sonoma, the other 3 have to come from north of the Sonoma/Mendo county line.

And only 6 can be taken South of San Francisco on the second Weds of each week on Scuba. This is only for the months of April and November.

You must also have the two rod enhancement stamp and shuck your abs before coming to shore. A flat head screwdriver and crowbar must be on your possession and protractor for properly measuring the mollusk.

After shucking you must have at least one square inch of the foot skin intact for proper identification purposes while transporting.

You may not posses more than two limits on your person at anytime.
Violators of any of the aforementioned will be forced to run laps and Friend FM1 on Facebook.
