I've been working a F7 flat fish in frog pattern with the outrigger treble hooks.  I troll about 100' behind the kayak at 1.3mph or slower.  The fish strike from the side, hence the outrigged hooks.  It's not hot-n-fast action, but steady and I'm rarely skunked.  Spinners with a piece of worm covering the hook and maybe another inch as a tail also draws them in, but I get a lot of short hits.

First off, I have to say, I really hate spinners!
The twist line and tangle like no other.
But,
There is a time and place for them.
I've had some great days trolling a spinner.
My favorite color is anything with a red body and chrome blade. With that in mind, we were messing around in the shop a few years back and designed what has become my Go To spinner. It puts out one hell of a vibrating action for it's size and It seems to produce most everywhere and works even better when tipped with half a red worm.

Kastmasters are always a good everywhere, gold and chrome are my go-to.
You really just have to put in the time. The link traildad gave is a good start.
I've also used trolling flies in orange and green.

Second that, I keep a variety of them in different sizes and color's all of them switched to single hook. That way I can release them if they are two small, without ripping them apart.
