Wish they just kept the old rules - nice and simple:

You keep the first 2 King salmon you catch regardless of size - with regular barbed "J" hooks (allowed)

I think even circle hooks can gut hook salmon (I've seen this happen a few times last year)

just my 2 cents......

Offset circle hooks can definitely gut hook or rake the gills.  If you are concerned about the well being of a fish to be released, then stick to the non-offset hooks.
