Rockfish live in rocks, halibut live in sand. I agree, gear and location.

It's not that simple, at least not in Santa Cruz, which relates to the OPs original question. All of the places that I've caught halibut in SC are places where I've also caught rockfish and/or lingcod. In fact, in my experience, the very best halibut spots in SC are those little patches of sand that are surrounded by rocks. So, if I'm targeting halibut in that area, I'm typically going to catch 10 or more rockfish/lingcod for every halibut. The good news is that those RF will be caught in relatively shallow water, I'll employ a no-touch release, and I rarely fish bait, so they should all survive.

Maybe that explains why I catch few halibut……or maybe I am more of a fisherman than a catcherman.

In any case, it seems to me that the question of what you are "targeting" or "pursuing" is highly subjective. I have a hard time seeing how a game warden could write a ticket for "pursuing" that would be enforceable, except maybe in a few extreme cases.

Your understanding is incorrect.

You can fish anywhere you want, except for MPA areas, you cannot keep rockcod caught nearshore.

When I started kayaking I took classes, California Canoe and Kayak, they have a school in Redwood City.

I was able to try different kayaks.  They may offer rentals.

In CA, it is illegal to sell wood from trees on your property without a permit.

You may use to wood yourself, have it milled on site or processed into rounds for firewood.

If you want to sell the trees, contact a forester, he will survey the property including soil analysis, submit the harvest plan to state and federal agencies.

I do not use the motion of pulling in cement: torso and arms.  I push , stay upright, and maybe less side to side motion.

Are you a puller or a pusher?  I think of Hawaii 5-0 from the 70’s  when I think of pullers, I started in a canoe pulling and had to relearn my stroke in a kayak.

I'll still take my chances in the ocean and I might catch and release halibut in the bay this season due to the recent contaminations.

Recent contaminations?  From the flooding, or something else?

San Francisco discharges untreated sewage during heavy rains.

SF and maybe other sewage treatment plants combine rain runoff with sewage.  A Santa Clara County sewage plant used to allow sewage to flow into a waterway, sometimes on the roadway.

I do not know of sole, but sand dabs at:Westport Beach, Pudding Creek.

Halibut, be able to I.d. California vs Pacific.  Sandy coves in Caspar, Ten Mile Beach.
