Seems a bit harsh now doesn't it?  I have a sail, dont use it at all, but doesn't mean I was out there sailing to catch my fish for AOTY.  Like if you own a trolling motor for your yak but haven't put it on yet?

The sail is an option rather than the primary means of propulsion.

Vessels propelled solely by oars or paddles

or pedals....

....so a SUP and a canoe count? I recall someone got flamed for asking about a canoe a few months back.

I don't know Al looks pretty black and white to me. Eveybody always wants to follow the F&G laws why not the boating laws? Just because a maker calls it a kayak is it really or is that just a marketing ploy? I think the intent of the law was human powered which a sail powered boat is not. I thought the whole point(fun) was to put everybody on even footing, my rowboat or a canoe is more of a Kayak than some of the designs(twin hulls,tri hulls,pontoons) comming out now. I think with a Hobie you could argue that a Fin could be called a paddle but a sail is going a little far.

Well from what i'm reading, they go out of their way to not use terms such as kayak, or boat but rather say vessel which is pretty clear.  But I just cant believe the phrase "sail-powered vessel over eight feet in length and every motor-driven vessel (regardless of length)" applies when the sail is not attached or stowed aboard the "vessel" at all.  But It seems plenty clear that if your going to go sailing on anything over 8ft in length, it should be regisered...."Generally".
