I would say that that's a Rosy and not a Starry....

The big clue here is the purplish band on top of the head and the purplish borders on the rather large white blotches.  A starry rockfish wouldn't have the purplish coloration and the spots are more plentiful and smaller.

Oh, there are other methods to tell the two apart but they require counting the individual rays in the pectoral fin or the number of rakers on the gills.   :smt015
