I bought baofeng uv5r for cheap and programmed for marine channells specifically for my wife's use. Luckily she did not need to.

I bought a few of those radios.  Pretty darn good for the money but not waterproof or water resistant.

I wonder who you would have to piss off, and how pissed off they would have to become, in order to get a citation for transmitting from shore on a marine VHF boat to boat frequency.

I've seen and heard too many guys enjoy their positions of authority (cops, DFW, etc.) to be optimistic.  Some law enforcement will go out of their way to ruin your day.  I've seen cops treat petty crimes as if they were personally offended.  As if they can't believe you had the nerve to break the law on "their watch".  I hate being a Debbie Downer, but I just don't want people relying on the good nature of law enforcement to overlook minor infractions.

I believe that it is not legal to use a marine radio on land. From this  FCC website

There is the following: "You must have a special license, called a marine utility station license, to operate a hand-held marine radio from land..."
That's odd. The county of Sacramento, and I assume other localities, use hand-held radios in all their drawbridges. Maybe governments are exempt from government regulations? I assume they get the exception licenses...
