Wolf Creek and Camino Cove campgrounds are closed this summer due to road improvement going on.  The road from West Point over to Ice House Road along that whole west side of the lake is going to be paved this summer, so those campgrounds are gonna be closed.

That late in the season, water levels are usually quite low.  This year, being wetter, maybe not.  SMUD is under a new 50 year agreement for the reservoirs that includes keeping lake levels higher during recreation periods so that's a positive. 
The one lake up that way I KNOW will be watered up full is Gerle Reservoir.  It's small, no motors allowed on the water, so very peaceful for kayak fishing.  But it's not planted.  That's not to say there aren't fish, plenty of German Browns, but it takes skill and luck to get 'em.  The campground is very nice but not free.  Several boarder the creek that feeds into the lake.  Most sites there require reservation, but they have one loop in the middle for walk/drive ins.  That's where I usually go.  The day use area is quite extensive with paved parking, tables, BBQ pedestals.  There is a second day use area across from the campground called Angel Creek that either was just updated or will be this year.  New trails are being built around and in the area of the lake as well this year. 
FYI, Campgrounds in the Loon Lake area are being rebuilt this summer too and some won't be open.  I can't remember which though. 
There's a group campground on Union Valley that goes for $50 a night.  Not close to the lake though, but there is a stream. 
I wonder...  I think there's dispersed camping at Loon on the far side of the fist dam and before the second dam.  When I worked up there, I recall a lot of areas where folks set up camping.  The new rules about how far one can take a vehicle off paved roads into undeveloped areas on the El Dorado National Forest may force a little carry in, but a little research can get you the details on that.  In late September, water from Buck Island and Rubicon Reservoir is fed into Loon via tunnels in order to get them ready for freeze-up.  I think traditionally, that lake has decent water level that time of year and even if it is low, it's darn near solid granite and lots of cool islands pop up.  Tons of fishing to be done there.  Wind in afternoon is the primary issue, but with islands, maybe not so bad?

Good info Jerry! I always forget about Gerle creek.
For Loon lake, you can camp free on the north side right along the shoreline. Or even park by the Ski Chalet. (Cool usfs cabin you can rent too)
