Just moved here from SoCal and have noticed that most folks say the Bay fishes best on small tides. Is this because the water cleans up, or is it just one of those things that have so many variables that it just is what it is?

Small tide = less current = clearer water condition

Halibuts hunt preys using eyesight so clearer water would increase your chance to catch them.  That's why we call small tide "good Hali tide".

Well, I'm going out on the bay tomorrow but on a boat.  I hope you right about the tide.
