2 Rod Rule

I'm confused as to where the 2 rod sticker can be used.  I know it's valid in lakes.  some say pass the Carquinez it's valid but what about the Napa River?  I thought that if the river is affected by the tide you cannot use 2 poles.  Delta, Montezuma is OK? Napa OK?

East of the  carquinez bridge,

Motezuma, Delta,lakes, all good for 2 rods, don't know about Napa

Napa is below the Bridge so No you can't use two rods

Unless your targeting halibut in the ocean and dont have any rockfish on the boat, just to make it a bit muddier!
